This election season let us remind ourselves the failure of the budget over the past 5 years. So that next government can get some ideas for modification in interim budget for the financial year for which the incumbent finance minister doesn’t even have a mandate yet.
Education:
Share of education in total expenditure has been declining since 2014 budget.
Utilization levels are low either due to delays in the release of fund by Center or by low absorption of resources by states. It has a direct bearing on the entire school education system!!
Housing:
In 2014 Budget, Arun Jaitley had said, “Budget proposes National Housing Banking program; sets aside ₹80 billion (US$1.1 billion)”. However, lets go through some facts;
Homeless people in India=1.7 million
Why no national moratorium on forced evictions & demolitions?Why not a policy coherence and convergence between housing schemes in urban & rural for the provision of water & sanitation? Why no timely mechanisms to collect data on eviction?
Healthcare:
In 2015, Budget Arun Jaitley had said, ‘The expenditure on healthcare was set at ₹33,152 crore for 2015-16, a reduction from ₹39,238 crore in 2014-15.’
However,
•36 million households incur health expenses that exceed the annual per capita consumption of those households.
•Polio is also back.
India during the UPA reign was declared polio free, infact the government of India had made it a condition that Indians who visit countries which have polio have to take polio vaccine in advance before their visits.Polio has crippled many Indians making them dependent on other for their entire lives.Many children lost their childhood; they had to, with pain in their hearts, crawl clumsily on the floor or lump along with a stick as support,while other children ran about and played.It was a great achievement for a country as large as India to have successfully eradicated polio but unfortunately the acchedin government couldn’t maintain a polio free status in the nation. Mr. Modi what is the agenda? What is the strategy?
Do you condemn this failure?
Banks: In 2014 Budget, Arun Jaitley had said ‘Our Banking system needs to be further strengthened. Need to infuse ₹2.4 trillion (US$33 billion) in our banks.’ But today neither does RBI nor does ATMs have cash.
Smart City:
In 2014 Budget, Arun Jaitley had said, ‘Govt proposes to set up 100 Smart Cities in India. Govt to provide ₹70.6 billion (US$980 million) for development of such cities’. However, 5% of the proposed projects are completed so far, according to Anarock Property Consultants. Why doesn’t India has any Smart city? How are we going to become so called superpower like this? Why only 5% finished?
Sanitation:
In 2014 Budget, Arun Jaitley had said, “Total sanitation by 2019” However, in India, in the year 2016,some 1,02,813 die of diarrhea – a disease that can be easily prevented by improving sanitation conditions,providing better habitats for children and families & giving them access to clean drinking water.
Mr. Modi what’s the agenda to solve this? Also, a staggering 70% of Indians living in villages – or some 550 million people – defecate in the open. Even 13% of urban households do so. Open defecation continues to be high despite decades of sustained economic growth – and despite the obvious and glaring health hazards.
The situation is so bad that open defecation is more common in India than in that are poorer countries such as Bangladesh, Kenya, Democratic Republic of Congo, Malawi, Burundi and Rwanda. Mr. Modi only creating toilets won’t make India clean. And most of the toilets don’t have water and proper waste management technique. If something really needs to be sanitized then that is your mindset towards the vulnerable Indians.
Skill Development:
In 2014 Budget, Arun Jaitley had said, ” National multi-scale program ‘Skill India’ to be introduced to provide training and support for employment”.
However, Pradhan Mantri Kaushal Vikas Yojana (PMKVY), has trained 41.3 lakh persons in the past three years. Only 6.15 lakh of them have got jobs, according to a reply given by Dharmendra Pradhan, minister for skill development, in the Rajya Sabha on 28th March, 2018. That’s a placement rate of a measly 15%.
Statue:
In 2014 Budget, Arun Jaitley had said, ‘ 2 billion (US$28 million) set aside for the Sardar Patel statue project in Gujarat’. However, Why wasn’t Rs.2 Billion spend over women’s safety & farmers? Why CHINESE company as subsidiary? Promoting jobs for China by”Made IN India”drama?Why no Environmental clearance from ministry?Decentralization will be the best form of “Unity”. Statue of liberty cost was 1 crore. Not a single leader from the Opposition was invited to attend the opening of the Statue of UNITY? That’s how unity is going to be achieved?
Ironic that a statue of Sardar Patel is being inaugurated, but every institution he helped build is being smashed. The systematic destruction of India’s institutions is nothing short of treason.
Rural Development:
In 2014 Budget Arun Jaitley had said, ‘143.89 billion (US$2.0 billion) provided for Pradhan Mantri Gram Sadak Yojana.’ However, With two and a half months to go for the end of this financial year, the Pradhan Mantri Awas Yojana (Grameen) scheme to provide housing for the rural poor has achieved only 66% of its target to complete one crore houses. No home for the poor in Modi’s ‘New India’.
PMAY has failed to meet its deadline to provide housing for the rural poor.
Let us see some more facts;
•Number of villages in India: 640,867 (census 2011)
•Electrified villages in 1947: 1500
•Electrified under previous governments: ~621,000 (97%)
•Electrified under Modi govt: ~18000 (3%)
•Rural accounts for 25 million of the 36 million households,which faced catastrophic health shocks,while urban accounts for the remaining 11 million.
Is this Sabka Saath Sabka Vikas?What is the agenda for rural development?
Women Safety:
In 2014 Budget, Arun Jaitley had said, “Govt to launch ‘Beti Bachao, Beti Padhao’ scheme; sets aside ₹1 billion (US$14 million) for it”. However, Over 56 percent of the funds allocated under the ‘Beti Bachao Beti Padhao’ scheme from 2014-15 to 2018-19, were spent on “media related activities”. In contrast to this, less than 25 percent of the funds were disbursed to districts and states. Over 19 percent of the funds weren’t released by the government in the first place. Till now the government has allocated Rs 644 crore for the scheme, out of which only about Rs 159 crore have been sent to districts and states. This is the year-wise break-up of the ‘Beti Bachao Beti Padhao’ funds, as stated by government in its answer in the Lok Sabha.

Reality= BJP se Betiyan Bachao

Economy:
In 2014 Budget, Arun Jaitley had said that two years of sub-five per cent growth has led to challenges to the economy however, large parts of the economy, such as petrol, diesel, electricity, land and real estate, still lie outside GST ambit. When the prices of petrol and diesel rose steeply in 2018,such items should be included under the GST.
He had also said, ‘Aim to achieve 7-8 per cent economic growth rate in next 3-4 years’.
However, India is currently facing the worst economic crisis now. The economy is decimated. The rupee is on its knees. Petrol is at an all time high. Twelve Lakh crore in nonperforming assets and the banking system is jammed shut.
Infact, BJP received 12 times more donations than all national parties. Mr. Modi must explain why the Indian Economy is suffering by heavy taxes,punitive GST, Lethal Demonetization ,flawed currency, foreign funding and in efficacious donations?

There is also failure of economy digitization. The RBI report shows the cash transfer of market was increased about 37% after currency ban.
The cost of printing new notes was 21000 crore rupees. The non-return currency is just Rs. 10720 crore. RBI governors are resigning. Urjit Patel was meant to be the low key RBI governor who doesn’t seek fame or controversy. Keeps his head down and does his work. Modi government couldn’t work with even such a guy. Who can they work with? Regardless of which party or leaders you support, we must all be worried about whether the Indian economy is in the right hands. The quacks are taking over India’s central bank.
Tax:
In 2014 Budget, Arun Jaitley had said, ‘We are committed to providing stable tax regime which is investor friendly’.
But the NDA moth-eaten GST is wrecked with holes, flawed in its structure, thereby punitive in its design. It has destroyed small and medium sized business. The informal sector was decimated as a result of demonetization and an extremely complex multi layered GST. Millions of small and medium business have been wiped out.
Poverty:
In 2014 Budget Arun Jaitley had said, ‘Anti-poverty programs will be targeted well.’ However, in today’s India there is more discussion on religion than hunger and poverty. We have enough religion to hate each other but not enough to live each other.
An Oxford Study
The population of poor decreased from 630 million in 2005 to 360 million in 2015.
The decrease has driven by access to better nutrition,sanitation & cooking fuel facilities.
Bihar, Jharkhand, Madhya Pradesh & Uttar Pradesh have the majority of poor.
India has the lowest poverty ratio.
Then they give us a Reservation lollipop. Reservation essence was historical inequality and under representation, not poverty. It is a question of representation of people who have been denied that in institutions for millennia.
By 2018, India is the home to 7 crore citizens living under BPL.
Pollution:
In 2018 Budget, Arun Jaitley had said, ‘A special scheme to tackle air pollution in Delhi will also be introduced.’ However, At least 73% of Delhi residents are ‘not satisfied’ with the air quality in the city, while 43% of them found it to be ‘better’ than last year, according to a new survey released last year. The health effects of air pollution imperil human lives. Approximately 80% of our air pollution stems from hydrocarbons released by vegetation, so let’s not go overboard in setting & enforcing tough emission standards from man-made sources.
Stock Market:
Both of India’s national indices, the BSE SENSEX and NIFTY 50, fell sharply in the aftermath of the 2018 budget. However, the The stock market has imploded ; by mid-January Sen-sex ends up 106 points… while the BJP was loosing alliances!
Black Money:
In 2014 Budget, Arun Jaitley had said, ‘We must address the problem of black money fully’.

Why were we innocent citizens standing on the line? Why crony capitalists not in the line? When is mr.modi going to take action? Why can’t he give the details of the holders of black money in Swiss banks? Does he condemn the demonetization failure?
Foreign Deposit:
In 2014 Budget, Arun Jaitley had said, ‘Budget proposes 49 per cent FDI in insurance through FIPB route.’ However, A decline of 4 billion has been shown in the Foreign Deposit Index. What was the Make in India strategy for economic growth? Also China has attracted 37 billion. How are we going to compete with China? In 2012 Modi made a statement that the FDI is the overturn for foreign countries in 2016 After Modi came into power 100% FDI allowed by BJP. India cannot sustain development like this.
Between 2000 and 2017, India received Rs 8,300 crore FDI from Cayman Islands but post demonetization, India received an equal amount from the tax haven, in one year alone. Is this progress? There has been only 3% Foreign Deposit Index growth along being 5 year low.
And finally,
The Budget 2019:
Farmers: The 6,000 rupees a year for a family of 5 translates to Rs. 3.3 a day. Why so low?
Tokens: Rs 12,500/- relief annually means Rs 1000/- a months. That is the price of two multiplex tickets.
Unemployment: Policy unavailable just like 15 lakhs.
Tax: This 5 lakhs exemption is not correct! Slabs have NOT been changed !
Pension for unorganized sector: If worker in the unorganized sector earns less than RS 15,000, will need to contribute RS 100 a month to receive a pension of Rs 3000 per month at the age of 60. But for how many years!? Lacks political transparency.

Love how the BJP keeps shifting the goalpost to hide their failures. In 2014, Modi ji said “give me 60 months to change India’s future”. Then they pushed this to 2022. Now 2030.
